Charlie Whinham hosts live coverage of Governor John Bel Edwards’ opening address to the Second 2016 Special Session of the Louisiana Legislature on June 7, 2016. Prior to the speech, Whinham and Robert Travis Scott of the Public Affairs Research Council of Louisiana (PAR) preview the Governor’s speech and the session. Whinham also presents interviews with Senate President John Alario and State Representative Cameron Henry, the chairman of the House Appropriations Committee, on the special session. In the House chamber, Reverend Rodney Wood leads a prayer, Senate President John Alario leads the Pledge of Allegiance, and Captain Chad Robichaux sings the National Anthem. During his speech, Governor Edwards discusses: the state’s remaining $600 million budget deficit; the cuts in the current budget; his three main goals for the session – passing a capital outlay budget, cleaning up errors from the first special session, and tax reform; possible cash flow problems; and the need to fix the state’s budget problems now. Following the speech, Whinham and Scott analyze Governor Edwards’ remarks.
