Meeting of school board officials regarding the financial problems of school boards throughout the state. Ron Hunter reports that the theme of the meeting is mixing and money, the problems of survival. He states that he expects school board members to discuss harassment, as some feel that their jobs aren't worth the constant pressure from the federal government and the general public. An interview with an unidentified person follows on the problem of desegregation. The man states that it has reached the end of its role and that the school boards must now take a new look at situation. The second interview is with an unidentified person who states that he hopes the governor's speech will help. Bill Dodd speaks about proving that the HEW guidelines are unworkable, but he states that the school boards can't wreck public school systems while doing it. An unidentified speaker then suggests against creating white academies in each district to solve the problem. Ron Hunter then states that if the governor's speech is in deviance of HEW guidlines, then school board members will be back where were 10 years ago, caught between federal and state governments and a racially aroused public.
