This segment from the January 13, 1995, episode of the series “Louisiana: The State We’re In” features Jeff Duhe’s report on the impact of the federal wetlands regulations on property rights for landowners. Duhe reports that two Louisiana Congressman, Billy Tauzin and Jimmy Hayes, have proposed a landowners’ bill of rights to compensate landowners if they are not allowed to develop their property because it is deemed a wetland by the federal government. He interviews: V.J. Burke, Petit Amite resident in Ascension Parish; Randy Lanctot, director of the Louisiana Wildlife Federation; Gonzales Mayor John Berthelot; and Bill Barry, wetlands manager for Louisiana Land and Exploration. Host Robert Collins then conducts an in-studio interview with Newman Trowbridge, general counsel for the Louisiana Landowners’ Association, and Mark Davis, executive director of the Coalition to Restore Coastal Louisiana. They discuss the proposed landowners’ bill of rights legislation.
