This segment from the May 7, 1993, episode of the series “Louisiana: The State We’re In” features Jeff Duhe’s report on the sixth week of the 1993 Regular Session of the Louisiana Legislature. He first reports on the debate over the actual amount of the state budget deficit. His report includes highlights of a press conference with Governor Edwin Edwards discussing his legal requirement to present a continuation state budget. Duhe also interviews: John Rombach of the Legislative Fiscal Office; Mark Drennen of the Public Affairs Research Council (PAR); Steve Winham, state budget director; and State Representative David Vitter on his bill ending the requirement for continuation budgets.. Duhe then reports on the other action at the session, including: an interview with Dr. Jay Sanders of the Office of Rural Development on a new program allowing rural doctors to communicate with other doctors nationwide through television; an interview with State Representative Jim Donelon on his bill creating term limits for elected officials; an interview with State Representative Sam Theriot on his bill requiring the teaching of abstinence in sex education classes; an interview with State Senator Diana Bajoie on her bill banning spanking at day care centers; an interview with State Representative Sharon Weston on her bill creating a civil cause of action against street gangs; an interview with State Representative Chuck McMains on his bill banning casinos from making political contributions; an interview with State Senator Greg Barro on his bill creating a state toll-free number for people dealing with a gambling addiction; an interview with State Senator Marty Chabert on his bill requiring 50% of casino operators to be Louisiana residents; an interview with State Senator Randy Ewing on his bill making newly elected officials ineligible for the state retirement system; an interview with State Senator Don Kelly on his bill designating fiscal legislative sessions every other year; an interview with State Representative Charles Riddle on his bill designating the white perch as the state fish; and an interview with State Representative Charles Anding on his bill requiring gas stations to offer bathrooms and windshield cleaners.
