This segment from the February 28, 1992, episode of the series “Louisiana: The State We’re In” features Arcie Chapa’s report on the community’s concerns about the January 13, 1992, chlorine leak at the Pioneer Chemical Plant in St. Gabriel. Chapa reports that it took authorities more than 90 minutes to alert the public about the leak.
