This segment from the May 27, 1983, episode of “Louisiana: The State We’re In” features David Young’s report on the debate over Governor Dave Treen’s proposal to create the Department of Environmental Quality (DEQ) at the 1983 Regular Session of the Louisiana Legislature. Young first presents highlights from the debate over the bill on the House floor: State Representative Manny Fernandez, the bill’s sponsor, presenting the bill; State Representative Raymond Laborde adding the merger of the Department of Corrections and the Department of Public Safety as an amendment to the bill; and State Representative Hunt Downer expressing his opposition to the merger amendment.
