Description
This episode of the series “Louisiana Public Square” from January 26, 2016, features Robert Travis Scott leading a discussion between the audience members and panelists on the issues surrounding the implementation of police body cameras in Louisiana. A background report on the topic precedes the discussion. The audience members discuss: the effect of body cameras on the behavior of police officers and citizens; the privacy issues related to the use of body cameras; and the need to establish policies on when the cameras are recording. A panel of experts then joins the audience to answer their questions. The panelists are: Franz Borghardt, the chairman of the Louisiana Law Enforcement Body Camera Implementation Task Force; Alfreda Tillman Bester, the General Counsel for the Louisiana State Conference of the NAACP; Darrell Basco, the state president of the Louisiana Fraternal Order of Police; and Bryn Stole, a reporter with “The Advocate” newspaper. They discuss: their perspective on the use of body cameras; the timeline for implementing body cameras around the state; the funding sources and costs of the cameras; the use of the footage in investigating an officer’s use of force; who should regulate body cameras; the current policies in Louisiana, including when an officer turns the camera on or off; and the redacting process for releasing footage to the public. Hosts: Beth Courtney and Robert Travis Scott
