This episode of the series “Louisiana Public Square” from May 17, 2006, features a panel of experts answering questions on the Road Home, a program created by the Louisiana Recovery Authority (LRA) to help victims of Hurricane Katrina and Hurricane Rita rebuild their homes. A background report providing an overview of the Road Home program precedes the question and answer session. The panel of experts are: Governor Kathleen Blanco; Walter Leger, the Chairman of the LRA Housing Task Force; State Senator Diana Bajoie, the Vice Chair of the Housing Task Force; Gil Jamieson, the FEMA Deputy Director for Gulf Coast Recovery; and Andy Kopplin, the Executive Director of the LRA. The panelists answer questions on the following topics: the eligibility requirements for the Road Home program; the process for calculating assistance benefits; the counseling available to participants in the program; the help available to renters; the housing options for first time homeowners; the process of selling a home and transferring the benefits to the new owner; the rising cost of labor and materials; the effect of the program on SBA loans; the lack of available contractors; and the appeals process for home appraisals and damage assessments.
