This program from August 21, 1992, features Robert Collins previewing the 1992 Louisiana Constitutional Convention on tax reform. Jeff Duhe first reports on how the state accumulated debt. He interviews: John Rombach of the Legislative Fiscal Office; State Senator B.B. “Sixty” Rayburn, chairman of the Senate Finance Committee; and Speaker of the House John Alario. Collins then leads a panel discussion with: State Representative Mitch Landrieu; Senate President Sammy Nunez; Victor Bussie, president of the Louisiana AFL-CIO; Dan Juneau, president of the Louisiana Association of Business and Industry (LABI); Dr. Jim Richardson, an economist at LSU and member of the Revenue Estimating Conference; Mark Drennen, president of the Public Affairs Research Council of Louisiana (PAR); and Jefferson Parish Assessor Lawrence Chehardy. They discuss: the problems with the state budget; state debt; and whether anything will be accomplished at the constitutional convention. Next, Arcie Chapa reports on some of the plans that will be under consideration at the constitutional convention. Lastly, Collins leads a panel discussion with: State Representative Charles Lancaster; State Representative Steve Theriot, the chairman of the House Ways and Means Committee; Mark Drennen of PAR; Senate President Sammy Nunez; David Conroy of the Council for a Better Louisiana (CABL); State Representative Kip Holden; and Zack Nauth of the Louisiana Coalition for Tax Justice. They discuss: some of the recommendations that will be considered at the constitutional convention; the problems caused by statutory dedications in the state budget; the limited scope of the convention; and whether the convention will succeed in fixing Louisiana’s fiscal problems.
