A speech by Dr. Robert Twilley before the Baton Rouge Rotary Club on April 20, 2016. Dr. Twilley is the executive director of the Louisiana Sea Grant College Program at LSU. He discusses: the work of the Sea Grant Program in serving the state’s coastal communities; the impact of the management of the Mississippi River on coastal erosion; the need to transform flood control into coastal restoration; the coastal restoration projects currently underway; and the long-term challenge of managing the Mississippi River. He also answers questions from the audience.
