Dr. Richardson is an economist at LSU, while Dr. Llorens is the director of the LSU Public Administration Institute. They discuss the findings of their study on the City of St. George incorporation efforts in East Baton Rouge Parish. The study was commissioned by One Baton Rouge, a group of private citizens against the incorporation effort.
