A speech by James Waskom before the Baton Rouge Press Club on December 18, 2017. Waskom is the director of the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP). He discusses: the 2016 floods; GOHSEP’s management of fourteen open disasters dating back to Hurricane Katrina in 2005; the fourteen severe weather events in 2017; the Shelter at Home program for victims of the 2016 floods; and their recommendations for improving disaster response, including the possibility of partnering with the Cajun Navy. He also answers questions from the audience.
