State Representative Joe Keogh speaking in the House Chamber on an amendment. He states that while investigating the current legislation he spoke to the attorney who's handling the bill defending Act 147 of 1962 for the financial assistance commission, which is under attack in federal court. Keogh states that he is amazed to find that no one else spoke to him regarding the legislation, which indicates the haste in which it was drawn and the reason for its many fatal defects. He states that the amendment that he's offering clearly states in the saving clause at the end of the act that it doesn't repeal Act 147 of 1962 and that no recipient shall receive money under both Act 147 of 1962 and this act. Keogh states that the amendment was suggested to him by the lawyer handling the defense of the suit in federal court now.
